Shane McCoy

Program Manager

Shane T. McCoy is an American operational photographer and videographer whose career spans military combat documentation and federal law enforcement storytelling.

During more than 15 years as a United States Navy combat photographer, he documented global deployments in complex and often dangerous environments, including producing widely published imagery of the first detainees arriving at Guantánamo Bay’s Camp X-Ray in 2002.

In addition to his field assignments, he served as Photo Editor of All Hands Magazine, the Navy’s flagship publication, and edited video content for All Hands Television, helping shape the visual narrative of the sea service for a worldwide audience.

Since 2009, McCoy has served as the first official operational photographer for the U.S. Marshals Service, documenting thousands of federal operations and agency missions, with imagery distributed internationally.

In 2025, he was part of the U.S. Marshals Service Office of Public Affairs visual production team that received a Capital Emmy Award for best Crime/Justice Short Form Content for Family Since 1789, recognizing excellence in visual storytelling within federal law enforcement.
